I would recommend MAC Studio Fix powder foundation. It has great coverage, and is a powder so won't make you oily and will actually help in evening out skin tone and making your face matte.
A much cheaper but still a very nice one is L'Oreal True Match powder - same as above. Obviously not a MAC so not as good ..but still very good for a drugstore brand.

Personally, i'm not oily all over, i have combination skin and my t zone tends to get oily. I find that using mineral foundation, since it's powder, it works well with oily skin. Personally, i use everyday minerals. They're pretty great and has great price. the best part is that you can get free sample kits as many times as you want, until you find the right color and formula. You just pay shipping for 3$ or so. The sample includes 3 sample foundation color and formula of your choice, a blush and a concealer. So you can try that.
Another great one is laura merciers' tinted moisturizer. It has spf in it. If you don't need high coverage, this is great.
Also, a cost effective way is to invest in a primer/ corrector. Even without oily skin, using a primer is good because it protects the skins and flattens out flaws so that the foundation goes on smoothy. Most primers does some sort of oil control but there are ones that are targeted for oily skin. I've heard great things about Mac Matte. So if you chose this route, you can use it in conjunction with a lot of different foundations. I hope this helps.

I have combination skin and I use Maybelline Mineral Powder. It is very affordable and it works great. (i use a different brush than the one that comes with it) Some people dont like to use Drugstore brands, but if your looking for something that doesn't cost a fortune than maybe you can try this.

I like armani silk foundation, as well as dior mineral foundation. They are amazing.

I have combination skin as well, and the only foundation I found for my skin is Annabelle lightweight foundation. It's great for daytime use because its so lightweight, it never looks like you're wearing foundation but it helps to even out your skintone. If you need a heavier coverage I wouldn't reccommend this product, however for just a pick me up for your skin, this stuff is amazing.

I use Lancome Tinte Idole and it's amazing, and oil free. I have oily skin. It may be a little on the expensive side but worth it. A cheaper foundation i use if I cant afford lancome would be rimmel stay matte...also for oily skin!
