Go to bridal shops - and shop the clearance bridesmaids dress section!
Last summer we were picking up my friends wedding dress, and tried on a few of their sample bridesmaids dresses that were for sale...and I walked out with a $300 dress for $20! The only alterations I had to do was add a pleat (rusching) to the top, attach the straps, and hem it so it was short enough.
My two other friends also bought dresses at the same time, and required no alterations!
Great quality, and generally on sale so they can make room for new styles!

Kensington market has some good stores I also like Express, there is one at the Eaton Centre.

I second trying bridal shops clearance and sale sections. David's Bridal actually has some great dresses that would be terrific for a grad.

Not your tradition store to look for prom dresses but peek in H&M. That's where I got my dress :)
Other options include Hudson's Bay, bcbg, Winners/Marshalls (I checked out Winners last week and saw a few prom worthy dresses!).. I heard Poor Little Rich Girl on Yonge and Eglinton has a good selection of dresses too :)

I know this probably sounds lame and definitely not a prom dress store so you may not have evem thought of it but Sears. I dont really buy clothing there but they often have really nice dresses and they are affordable. They may have some nice ones on sale right now from Christmas dress season.
