Ontario "Recycling Fees" ???

Have you guys ever heard of this?  I bought a few things the other day (TV, DVD, stereo system) and was charged a "Recycling Fee"!!

I looked it up and here's what I found:

What does the eco fee cover?


Household hazardous waste materials require special handling at the
end of their useful lives. Eco fees are an option that manufacturers and
retailers have to recover the cost of managing the collection,
transportation, recycling or safe disposal of these materials and their
containers.

What does that mean exactly?  What about those people who take the electronic device and go to other parts of the world or gift them to people outside of Ontario?  Then Ontario isn't responsible for their disposal, but we still have to pay fees for it!? 

Does it not make more sense to charge a fee to dispose of the stuff when we're disposing them instead of when we buy them? 

What about all other recyclable materials?  Paper, plastic, etc. ...
will we be made to pay a fee when purchasing those products too?

IMO if Ontario keeps up with these fees they're going to be hurting themselves, because then people like me will wait until we make our next drive to Montreal and pick up stuff from there.

How does this fee make any sense!?  Can someone please explain this to me?

That's pretty ridiculous...

I love how they announce this right after the HST movement. Smart, guys, real smart.
