When I put a sweater or shirt on my dog he gets lethargic and blah... anyone else?

So I gave my dog a haircut today and put a shirt on him so he will not get cold... he tends to act blah and he does not want to get up or move around much. Does anyone else find this to be true for their pet?  He seems to love his sweater... but it does the same to him.  He gets less active.  Sleeps more.
Does it make him sick?  Should I not put shirts or sweaters on him?  I live in PA and he is a maltese/poodle

my girl absolutly loves wearing her shirts and sweaters as she is a small toy dog. she does not act no different when she has one on. maybe he sleeps more cuz he feels safe wearing it?

I think it's not the sweater, per say, but maybe just put it on him when you go outside, and not when he is inside.
My Shih Tzu is the same when worn inside. I think it's because it's too warm for her inside with it on. Even after she gets shaved.
