please give me a solution to these terrible terrible white heads on my face! they are so hard to get rid of and i have exfoliated times 1000 000 000.....

By white heads, do you mean clogged pores with white stuff comming out or do you mean bumps? Exfoliating doesn't really get rid of most of them, exfoliating only really prevents clogged pores, which in return prevents white heads/blackheads from forming.
I have a couple of extraction tool. I never ever pick my pimples/white heads/black heads with my finger/hands. I always use my extraction tool. Its really handy but i guess you can get addicted to poking yourself haha. It does hurt a little. But it's what they do when you go to basic facials.
You can go get a cleansing facial and get a professional to get rid of them. Then upkeep by exfoliating a few times a week ( Not too much since it can be harsh). Exfoliating too much or not moisturizing enough can actually cause more white heads. If it's harsh on your skin or is drying your skin, your skin's response is to produce more oil to take care of that. So as a result, the excess oil will create clogged pores which form pimples.
I also use the clarisonic brush for cleansing. It's a good cleansing tool that's minimized my white heads and make sure my skin is always 100% clean.

I too get lots of white heads on my chin area and I just got a microdermabrasion treatment yesterday that worked miracles. After the treatment some of the white heads were gone without a trace and some just came to the surface as a quick zit that I was able to get rid of immediately with no fuss or pain. It's the first time I've ever had the treatment and the esthetician was very gentle with it. I wouldn't recommend getting that often because you don't want to be hard on your skin, but maybe a couple of times a year. Be really careful about home exfoliation. You can damage your skin and you can do it too often. For oily skin, maybe once or twice a week but that should be tops. Exfoliating, while it sloughs off dead skin cells, encourages more oil production.
Also, I find that certain creams if they are too heavy give me white heads. If it's too thick for your skin type you'll find it clogs your pores a lot. My trick is to use oil on my face instead of lotion. I have oily skin and this doesn't make me oilier. My favourite is Pure Simple Nourishing Vata Oil. There are a lot of oils you can put on your face that will work wonders. I'm also going to finally try Bio Oil on my face.
