I've gone regularly to these camping grounds in the Cornwall area, and have never been disappointed.

Ottawa Municipal Camping it is a very nice and quiet campground just on the outskirt of Ottawa. The first time we camped there my husband's cousin who has lived in Ottawa for the 30 yrs had never heard of the campground.

Fitzroy - we are able to take our reactive dog there and get a side on the forest/grassy side (not the river/lake side) that orders on just two other campsites on either side, and no rear neighbours.
As per the above poster, we went to the Ottawa Municipal camping site with our pups once, and the sites were so close together/crowded, and the camp guards were quite brisk with us and our friends. We will never go there again after being spoiled by the large Fitzroy sites.
There are also a few sites south of Smiths Falls (closer to the 401) that I can't remember the names of - Ontario provincial parks - we visited two that were close to each other, and have great experiences at those campgrounds as well.

I absolutely loved Fitzroy Harbour growing up! It was a little smaller and not too far outside of Ottawa. I must admit though, my favourite part was going to the fudge factory on the way back. Half the time that's why I picked that camping ground. I also grew up going to Murphy's Point, though I don't know how popular that is nowadays so it might be more full.
