My ideal eyeliner is a jet-black matte pencil liner and I decided to give Revlon's ColorStay Eye Liner a try, despite being a bit outside my preferred price range for eyeliners.
More or less, it's nice. It goes on very smooth and bold, isn't smudgy, and of course the retractable tip is great. However, "ColorStay" is a pretty vague use of terms. Does the color stay? Yes. Does the quality and sharpness stay? NO. I've found that this pencil will smudge very easily on both lids after a few short hours - three hours after I apply it, it's smeared all over my lower eyelids and I look like a raccoon. And of course it gets messy in the corners of the eyes even faster (then again, I have yet to find an eyeliner that won't do that).
So if you count the smudged half-faded remnants of your original lines as the color staying on, then this product lives up to its name. But expect to touch up your eyeliner every couple hours if you buy this. I've used liners for half the price of this one that lasted the same amount of time or longer before getting messy. I believe Revlon makes a plain old wooden eyeliner pencil for around $3 that works just as well as this thing, so if your local cosmetics provider has these available, I strongly recommend getting two of those pencils instead of one ColorStay pencil.
It's by no means an awful product - it just doesn't last as long as it claims to.

This eyeliner is more effective for me than products I have paid much more for. It goes on smoothly and stays perfectly in place. It is truly amazing I cannot believe that I just discovered it. It also does not run into my eyes causing the black gunk in the corners of my eyes.

NOTHING extremely special about this thing, but it works. It does what it's supposed to do, but it ain't spectacular. That's all.

my favorite thing about this eyeliner is that it doesn't have to be sharpened, it's retractable. i like how it keeps a petite and precise shape, because that makes it ideal for tight lining and lining your water line without scraping your eyeball (ouch!), etc. it's fairly creamy, creamy enough for smudging against your lashline, but it won't rub off too easily.
i only wish it was a little more pigmented. the staying power is great, even in the waterline. i usually get about five or six hours out of it.
* a similar liner is maybelline unstoppable, and i think this one trumps that. in terms of pigmentation, this can't beat things like milani's liquif' eye or urban decay's 24/7 liners, but it is a competitor for staying power.
here's a swatch of mine in "black."

I got this eyeliner free with a mascara, and I was pleasantly surprised! It is nice and soft, and glides on easily without pulling at your lids at all. It stays in place pretty well, and I love that there is the little sharpener in the bottom. I would definitely buy it again!

This is the best eyeliner I've ever used. I've been using it going on 3 years now and prior to discovering this, I would always end up with eyeliners that smudge underneath my eyes giving me that raccoon look. This product stays on place for the entire day and stays nice and dark. The application process is smooth and easy since you just twist up the pencil for more colour. Very good value for this eyeliner!

This is my favorite eye liner! I got this because my friends have recommended to me and I'm so glad I took their advice. It is waterproof and it doesn't smudge. I got it in black and it's really dark, glides over really easily, and I just absolutely Love it!

I looove this eyeliner!
I got mine free on a tube of Revlon Mascara, and initially just tossed it aside as yet another black eyeliner. I was so wrong! This eyeliner is really smooth and applies with little to no effort at all. You can apply it any way (ie. thick, thin, smudged, on the waterline) and it will stay in place for hours. I can't say enough about how great this eyeliner is. Better yet, it's a twist up, so you don't have to fight to sharpen it. How many times have you ended up using a differnt eyeliner than the one you actually wanted because it wasn't sharpened ans you were in too much of a rush to be bothered to sharpen it? Exactly. Not an issue with these, and they a handy little sharpening tool hidden in the bottom of the tube to get that fresh out of the package tip.
