NYX is so affordable and has a huge selection of colours. Even cheaper than that, essence has their own line of pencils as well.

I really love elf cosmetics when it comes to kost beauty products, but their eyebrow pencil is honestly to die for. It is such a good price for the amount you get in it, and it glides on the brow really smooth and easily. It does run out a bit fast if you're using it every day though, so I would reccomend you buy two or three just in case. Their pretty cheap so it shouldn't be a price issue.

I like Benefit brow pencils. I am no good at makeup and they work easily and look natural. It can be bought at Shoppers Drugmart or Sephora which now has online free shipping.

Beyond pencil...
If you decide to try something a little different, Essence has a little Brow Palette that is really good too. It's 3 shades of powders, 1 wax, a tiny angled powder brush and a tiny brow brush. Very affordable and I have enjoyed it for my brows as it's customizable for the seasons and not a harsh filler.
