Is it safe to apply a bit of sunscreen around the eyes or do I have to purchase one with SPF in my eye cream...?

great question!

I have always used whatever sunscreen around my eyes, though I'm careful to pick something waterproof so it doesn't run into them. I have also tried to use sunscreens specially formulated for eyes, and I know that certain makeup, particularly mineral makeup (and that comes in foundations, shadows, etc), has a small SPF value as well. What I'm currently loving is Neutrogena Ultra Sheer Dry-Touch (which I have in SPF 55, but it also comes in 80-something) because it goes on so smoothly and doesn't have any greasy or white residue - you can apply your makeup over it normally.

However, I would be very curious from the 'health & safety' standpoint if a special sunscreen should be used around the eyes instead of the usual facial or even body care versions. Anyone know?

neutrogena face lotion

I also love the sunscreen from Neutrogena that mamaluv mentioned. Everything she said about it is true. Its also non-comodogenic, so if you use it on your face it is not apt to clog your pores. I also like Neutrogena facial moisturizers that contain spf 15. That lotion is designed for face skin and very like up near eyes (though I don't know for sure). Its only spf 15, but that's better than 0.

Total effects moisturizer

I use the Olay Total Effects moisturizer with SPF 15. I use the 'Touch of Foundation' kinda that leaves a hint of foundation on your face. I apply it onto my whole face even around my eyes and it doesn't leave an oily residue nor does it run. It leaves my face hydrated for the whole day. I wrote a review about it a while ago. I loveee anti-aging products and it's been working so well on my skin I'm afraid of using other products!
