Definitely Siem Reap to see Angkor Wat. You can hire a personal tuktuk driver (ask your hotel to call one for you) to drive you around because it is HUGE. I spent more time in Siem Reap because it was cheaper and more things to see. Even spent one day in the hotel just reading by the pool. If you are doing the Tonle River tour, be careful of the boat guide asking you to go to a floating supermarket to buy supplies to 'donate' to the local school children. We bought rice at exorbitant prices! You can even bring your own supplies (stationary?) to donate if you like.

You can also take a 5hr bus trip to Phnom Penh.
