It has a flip top which allows you to squirt just the right amount onto a cotton ball/pad. It says it's for "washable" eye makeup, but I have used it to remove waterproof mascara, and it works just as well.
Very effective, it works quickly and well. For tougher makeup, hold the cotton pad a little longer to soften the makeup before trying to wipe it off. You can rinse off any remover residue with plain water if you like, but it's not necessary...and you can reapply makeup almost immediately. Oh, and did I mention that it's safe for contact lens wearers? I use this all the time.

I have really sensitive skin, especially around my eyes and this product took the eye-makeup right off with one sweep, so I didn't have to rub. It also smells clean and fresh, which is nice right before I go to bed. i would definitely recommend it - and the price is great! I only discovered it because I got it free with a new mascara, but now it's the only one I use.

I swear by this this eye makeup remover. Like the average woman, I apply lots and lots of mascara and I wanted a product that wouldn't take three tries to get it all off. With Expert Eyes, it quickly removes all eyemake in one final swoop.

As the instructions indicate it is essential that you hold the cotton pad on the eyelid for a few moments and then wipe away the makeup. It will only take one try if you do it this way! :)

I tried other so-called oil free eye makeup removers, but eye makeup remover is actually oil free and it works! It easily removes off my mascara and does not leave any residue in my eye like other removers. It is non-greasy, and is almost like cleaning your makeup with water. This is the best eye makeup remover I've tried so far.
