Blue Lizard Australian Sunscreen works effectively without worry about it being waterproof. It's long lasting and I in the water it'll need reapplying every hour or so. It provides nice coverage without feeling sticky. It absorbs easily enough.

My cats prefer their box to be cleaned of clumps every day and once a month we give a whole new fresh litter box. Our home never smells of cat urine or other nastiness.
