Decent Glitter Primer

The ELF glitter primer works well and is easy to apply.

I prefer to squeeze a bit out onto my hand and apply with a brush. You could also use a finger, but I have really long nails, so that's not an option.

I allow it to dry for a few moments, until it's clear and tacky. Then apply your glitter shadow or loose glitter. It works for loose pigments too.

It mostly keeps everything in place. It's not the best glitter primer out there, but for the price it's not bad at all.

You also get a lot of product. Unless you do glitter looks daily, it should last you years.
