This is an inexpensive equivalent to Shoe Goo that is made in Japan. It comes in a small tube that dispenses a small amount of glue at a time. For precision, a thin stick should be used to apply it - once it dries, it dries as a yellow translucent solid that is hard to remove except by sanding. It is flexible and seems to hold the sole in place securely. I have not checked to see if it could withstand water for an extended period of time - but it seems to hold it in place when immersed in a lake or used in snowy conditions .
